High blood pressure is too serious a problem to treat by munching on assorted twigs and herbs. You could get a stroke or a heart attack from neglecting the problem.

Niacin, definitely. Try to buy a brand that says "non-flush" on the label, otherwise your face might get hot and flushed.
On a non-diet related note, I would reccommend Tai-Chi, meditation classes, or perhaps yoga.
